Anyone who was in the Observatory at the time the battery was installed will receive the power upgrade. So, basically, everyone who went to help Tiger out with the whole battery thing.

Specify which power is being upgraded and what the upgrade will do! Remember, this upgrade can only be used to refine or increase control over a power. Think smaller, not bigger.
