I'm seconding the post-event power request notion. I think a proposal system would work best - for each event, a power-post could be put up in the ooc comm for players who participated in the event to respond to, with the power they would like their character to receive. Players could fill out a brief little form explaining what the power is (and what it's limitations are) and the mods could give it a stamp of approval if it's acceptable or ask for revisions if it's problematic in some way.
That said, I think it would be pretty handy to have a power-roster, so that players can see what powers other characters have amassed all in one convenient list. It would also be a good way for new and potential players to see what sort of abilities the game already has in abundance, so we can keep the ratio of powerhouses/speedsters/healers etc somewhat balanced.
I also think it might be a good idea to have all our current players list what powers they've already given their characters, just to make sure no one's current abilities are crossing the line a bit, since there really hasn't been any specific restrictions/limitations until now. I haven't really seen anyone give their character a power that's too godmoddy myself, but it doesn't hurt to be safe.
